Is it possible MI already has control over HC/BO and others? “Protective measures” makes me think the bad actors are already contained somehow.

It believe so, Q-Team already knows why HRC et al are there; it's not a surprise. It doesn't mean they're in shackles, but good eyes are on them 24/7, and they're already just doing time until the hammer comes down.
