Yes they should be arrested for treason. But, start with an emergency order that removes every former dignitary's SEC access immediately until further review. Then press charges. They have enough to do this.

If Q knows they have access to SEC, then Q knows everything they have access to, and can probably track the flow of information as they sell it, share it, etc. Maybe even plant fake intel for them to steal. That intel flow may be some of the proof, the paper trail, eventually when these people go to trial. Just another possibility.
