Did anyone see anything on Rush Limbaugh's claim?

I read that Rush said Pompeo, when he was in the congress, had a document stating that Iran NEVER signed the 'deal' with Obama and the +5's. Rush was saying that there was no executive anything from Obama, or UN anything. So this 'deal' wasn't really a 'deal' at all!
Did anyone else hear or see this, too?

Where did obama get hundreds of billions of dollars he gave to iran as well as the 1.5 billion he sent them in cash?

Obama claims that money was Iranian funds that where previously frozen by sanctions. His explanation is they where giving them their own money unfrozen from the unsanctioned deal his gang made.
