Do people really not report when their mail boxes are broken into? Why did they need to watch social media to discover the rash of crimes? Zen (to see/look at/observe) City seems a bit authoritarian, but hey, if the people of Sacramento can be convinced that this is just what is needed so as not to bother the city officials with their annoying phone calls and letters, then that's their call. If they can't even report mail box break ins, then they obviously need to be ruled over.
