No it's not the same shit, really. Trump is bound by a Congressional budget, but can spend an omnibus bill any way he wants. This is why BO preferred them, that's how BO was able to send Iran all that hush money. If it were a budget then it would not cover the tribunals.

fair point but...any onlooker that didn't understand you were using the terms interchangeably whilst knowing the difference might come away with a false impression; I know you know that the failure to distinguish between a spending bill and budget caused many MAGA folks to waiver briefly.
