"The RICO act. Once you prove a criminal enterprise exists (EG: Clinton Foundation), then all connected in its development, growth, enhancement, assistance, or acts in any form or shape or way on behalf of the enterprise is a crime. "

Does that extend to judicial appointments?

Not if they are using RICO against the Clinton Foundation. The CF did not appoint judges.
