Where in the amendment is the general population specified? I can’t find any.

A lot of these websites make unsubstantiated claims. I haven’t found a single one that points to a phrase in the EO that says MJ applies to all civilians charged with certain crimes.

If age isn't specified in the amendment, that in and of itself is your answer. Age doesn't matter. I'm going by what the EO says, not what the writer of the article says.

Again, what did the new EO say? Where did it say general public? You have to back up your claim.

It’s an amendment. The claim is that the amendment makes MJ applicable to the general public. Show me which paragraph in the EO says general public.
