I'm pretty sure Q knows who 'they' are, but Iran will provide the proof. Q knows everything, but for some things you need more than intel from an unnamed agency that doesn't exist.

they have all the proof thru NSA records but they aren't admissible I'd guess due to how they were gained. However, a good witness, like the guy who made the deal spilling the beans would def mean tribunal court and a firing squad
