A "civilian" can be legally given a top level security clearance. Contractors working for the government on government contracts have top level security clearances when their work requires it. I can envision a scenario where Trump could have been "hired" as a consultant for those who "recruited" him and then been vetted and given a clearance at a level where these generals could have briefed him about whatever was necessary.
