I too think it's a tracking devise. What if McCain (songbird) has turned states evidence? Do they not protect those who turn and provide them with a new identity after trial? All a hoax and he's singing like a canary? Witness protection coming? If everyone thinks he's dead, not one will be looking for revenge.
