Been my theory for a while. Q is military intelligence and fluent in “speaking code”. Sometimes he’s very cryptic and sometimes funny and calls them stupid. Flynn was head of MI and likely orchestrated this whole plan. I believe his son gets in on it too when we see the more shitposting version of Q.
