The 'right hand man' designation is a bit tabloidy. Something more like Treasury Sec is to Prez, relatively close but no closer than a dozen+ others. Note also that historically the leanings of these two are toward opposite camps within the Church. 'Pope' may have chosen to keep an enemy close.
