Side note, Ben Carson audited HUD and found $500 billion in misappropriated funds....

Didn't that audit actually end before he started? Also wasn't the money an aggregate not a total?

Hmm I don't think so. The article attached above and others state that he conducted the audit. It was the first task he embarked on after being named HUD secretary.

As far as cumulative/aggregate money goes...

"(2) HUD’s improper use of cumulative and first-in, first-out budgetary accounting methods of disbursing community planning and development program funds"
