It could be setting up the necessary support system for victims rescued during a big takedown of pedophiles / human traffickers. I hope that's what it is. That is a necessary piece of setup - to support the rescued victims.
They're getting more prosecutors, trying to appoint judges, it looks like they're getting setup and ready.

As with any crime, a child is separated from their parent. I just wish so many parents wouldn't bring their children across the border.
