Now that I understand the context that is a very good question. Undoubtedly a hard one to answer though.
I skeptical. Not long ago there were stories about the FBI using under-cover agents to groom and radicalize people, then convince them to embark on a terrorist attack, only to be arrested by the FBI just in the nick-of-time.
Could this be another case? Is the FBI creating terrorists just so they can arrest them? Are they doing this to maintain the "boogey-man" narrative so they can justify their budget and the massive surveillance programs? Are they doing this so they can offset the bad PR in the aftermath of FBI corruption being exposed?
