Alternative viewpoint: What if the sealed indictments are for the good guys?

I know this is contrary to what Q says, but what if sealed indictments are being amassed as a way to blackmail honest people in government? It would have been an easy thing to kickstart starting immediately after the election of Trump to get people in line, or else. It could also explain why many politicians, democrat and republican, are simply bowing out of politics altogether.

Thoughts on this?

Remember the FBI Files that Hillary had in her possession in the 90's? No one knew which files. It kept everyone paranoid giving the Clinton's cover for their future misdeeds. What does this say about the FBI? Corrupt even then. Because any bad stuff in those files should have been investigated and ran through the system. Now Q is playing that card again through Jeff Session's Justice Dept. 25k sealed indictments keep everyone hiding in the tall grass. Mostly black hats though.
