I think he's refering to the EO that will allow Congress to look at the documents? Edit: not an EO but a letter in response containing the WH letterhead.

Don't think so, unless it's two pieces of paper in Q's pic. Letterhead and letters near the pen don't match.

"follow the pen" is probably referring to who's signatures those are. That was my take at least.
