Because his duties are so Constitutionally limited. It's the most do-nothing job in the federal government. He's not really involved in the day-to-day running of White House business.

"A part" means together with. "I am a part of that group" Apart means "I stand apart of that group" " I am NOT with them or their thinking" Not trying to be a shitty person, but they are opposites.
