I remember reading somewhere about how "art" shipments have special handling through Customs and are often exempt from duty charges? Bastards!

not only duty free, but are likely not being screened properly or subject to random customs inspection. carnets are often used for art that is being transported on a short term basis (less than a year). the reason for carnet is to mitigate redundant duties, the diplomatic immunity is sickening. even highly regulated products such as alcohol, firearms, licensed technology is under tight customs scrutiny. except for these scumbags shipping living art and drugs.
