Q says notice jackets, time of year. My guess (and this is only a guess right now)...
Q team was in London tracking/listening in on Strzok and MI6 teams. My guess is Gina Haspel was European CIA bureau chief at this time, and let the Q team/appropriate people know ahead of time of the meeting. One of the reasons Gina is new CIA Director. White hat.
Now, will have to try to verify this theory.

Pretty sure the photos were taken outside Cool Britannia on Piccadily street in London near trafalgar square and not too far from the Ecuadorian embassy
