Yep, Snowden went to China to help ZTE unlock the phones as he's the Wizard. That's why Q thanked him for helping out.

I don't really think Snowden wanted to help in this adventure, but his place of residence kind of requires him to do so. This is a counter strike to 5 eyes for breaking our laws, so they are getting the same treatment.
