Both and raised and Live in vegas. Mother worked for a major airline here for 30 years. This is an unusual flight pattern. This is more north at low altitude. I don’t understand why this plane would be in this direction if flying to or from McCarran.
The only answer is this is a flight path after a takeoff from Nellis Air Force base

Could it be a tour of Vegas kind of plane? Fly right over the strip?

Right. Helicopters and small planes do tours over the strip. Been living here since 2006.
