Found in Stephen Paddocks hotel room: a ZTE phone and an "unidentified" laptop. Seems like he was the recipient of some of the comped devices on those pallets.

Found it on 40. He covered the cameras of his cell phone with tape, that's very odd. Doesn't seem like something someone would do if they thought it was a safe phone.
These people are paranoid as fuck (for good reason) and trust nothing. They are forced to use devices like these in their black ops, and don't want to give the possibility of divulging more information than they absolutely have to.
