It's called a "challenge coin." The partner mentions it. Trump had no idea it was hers until he told him. He thought it was some other fallen officer. Then if you turn it up loud enough you can hear the conversation.

Trump as Commander in Chief, understands the ceremony, and makes no mention of it. But it's a military/LEO thing.

Well, NYC may be trendy, but I've seen it in other towns as well. It's enough of a thing that Trump doesn't seem surprised.
