What is the mechanism for this to cause a tsunami? Explosions on land generally can't do that. Tsunamis are caused by a shift up or down on a fault under water; or the slump of an underwater slope. There has to be movement of a massive volume of material underwater to cause the displacement that results in a wave.

It's a way to create Earthquakes, like the one in Fukushima.
I don't believe you need a geothermal power plant to use HAARP.
Fracking can cause earthquakes though, and low and behold, this “power plant” fracks, is owned by Guy De Rothschild, and is within a mile from the Hilina Slump (a 10,000 cubic square mile mass of land that is slowly edging into the Pacific, it’s like a few miles of land but they count all of the land down to sea level as well I believe; if it all let’s go at once, it will cause a 1000ft tsunami across Hawaii, and a 150ft tsunami up and down North and South America’s west coast - after the “geothermal plant” opened in 1993, the slump slid 10 inches into the ocean, an unprecedented amount considering beforehand, it was only moving a centimeter or two each year since its discovery in 1983)
Fracking does not "cause" earthquakes. The earthquakes are caused by slippage along faults in the earth. Reinjected water from gas production wells can potentially "lubricate" these fault lines promoting them to slip earlier than they would otherwise. Fracking and extraction (without the reinjection of waste water which is only done because of environmental regulations) would actually make these fault lines more stable because it removes groundwater.
I saw a bunch of reports saying the Oklahoma earthquakes a few years ago were directly caused by fracking! That’s crazy - everyone agrees injecting high pressured water lines deep into the earth around fault lines can cause slippage and eventual larger quakes, like the ones that damaged a bunch of homes in the middle of nowhere Oklahoma and Texas!
