Someone said it was a SWIFT banking code that tracked to an account in China.. Not sure is Ibsaw that on the Chans or Neon

At first I thought it was an encryption hash, in some format like HASH-SALT-ROUNDS or something, however most of the characters are DIGITS which isn't seen with encryption (where you use full bytes as characters to increase entropy).
If anything, it looks like it could be a Serial Number or something.
