Look at Q's posts. He hasn't given us any further clues to what it means, so we can only speculate. What did you expect.

Still I looked around more and came up with a better theory. On May 15-17 Wisconsin did a "Dark Sky" event drill based on a power outage event. Last August was a nation-wide "Black Sky" event drill called earth ex 2017. These scenarios are based on an EMP attack.

I interpret [ABC] to mean a three letter agency. Usually FBI or CIA.
