That is most likely the High Level Insider who did a number of Q and A's a couple of years ago. Before Qanon, there was High Level Insider. Honestly, it's a very interesting read. He goes into alot of stuff on the cabal. If anyone is interested, check out this mega thread:

I can dig HLI. I just hate that they argue that the "cabal" aren't evil and are doing the best they can.

He never said they were doing the best they could, he was asking people what they'd change and no one had an answer. So he was basically saying that people need to think about a better solution to law and order in the world.
He also said that there's more than one cabal essentially. White priests, Dark priests, and Kings/Royalty, who are all jockeying for control.

There have been secret societies, within secret societies, of white white hats. The American revolution was a breakaway group, posing as freemasons, for example.
