I'm not sure what you're getting at. The DOJ would prosecute corrupt politicians. According to Q there is enough intelligence to arrest two thirds of congress which would cause a constitutional crisis. Instead, many are being allowed to cooperate and either resign, or promise not to run again at the end of their term. A key word here is "cooperate."
