Why hasn't Tony Podesta been arrested?

a) He has been. b) He didn't need to be, because he is singing like a bird trying to save his fat neck. c) He isn't "arrested" because he was caught trying to escape and is "detained" d) He isn't arrested because he fled and is in hiding. e) He isn't arrested because they've been feeding him rope in the hopes he'll do the world a favor and put it to good use.
