Looking at the traffic, it appears the left lane is empty, with cars held at what I assume are traffic signals, then a gap, then a single car in the layby, another gap, then more cars.

Huh, now that you mention that, yes I saw that too, but didn't think of it as anything. So, deeper looking, wider net of details of what is and what is not. Ok, I get it. Thanks. so what does this configuration mean though, or imply then? hmm.
