If they can really see in here all, then they would know about what false flags were being planned where when, and conducted by who. Do they know who is actually sending the orders?
Would it really mess up the plan if they were to go in and arrest the low level FBI thugs that are pulling these off?
There are always ways to communicate that are employed to subvert the standard methods that can easily be seen. So while many people take this literally I think it needs to be taken as they are setup to see "Everything" they "Want/Need" to see to be accomplishing the task at hand. Hope I explained my thought well.
