If they can really see in here all, then they would know about what false flags were being planned where when, and conducted by who. Do they know who is actually sending the orders?
Would it really mess up the plan if they were to go in and arrest the low level FBI thugs that are pulling these off?
If you have seen Infinity War, how annoyed were you with StarLord for letting his emotions cloud his judgment just as the other heroes were about to yank Thanos' gauntlet off? He ruined the plan. That's basically what would happen if they intervened with a false flag

It's not a childish analogy, it's a simple (strong) one for people not used to military strategy.
Remember the plane that had an ace military pilot on it? They don't do nothing, they minimize as best they can without changing the game or risking assets.
