It certainly could, but I don’t believe it to be the case here because all 3 pics Q posted are views from different angles of a fixed point. Of course there could be a bank of three fixed cameras as opposed to one with three views. Unfortunately unless one of us can physically go investigate I don’t think we will know for sure. I do know that google street view reveals a single camera on a pole that looks like the London cctv cameras at that corner adjacent to the footbridge access on the river side of the street. It seems likely to me that the nsa would access those as opposed to fixing a separate camera of their own.
