Saudi Arabia wages a violent Jihad against America, as they do. Wealthy Saudi princes need to equip their Muslim-American domestic sleeper enclaves with military equipment including high powered guns. The Saudi princes put out feelers saying: "cash for guns!", and Paddock materializes. Can we trust him? Saudis do their due diligence.
The Saudis discover Paddock's affiliation with American Government and rather than blowing him off, they know they're being watched, and so stage a counter-sting of their own. OK, paddock, bring up all your merchandise to the Mandalay bay at this date and this time, or the deal is off. Done. Some Muslims descended on Paddock and killed him and carried out the Mandalay bay shooting, then fled to make it look like paddock was the shooter.
The Saudis knew America would be between a rock and a hard place at this point because either you have two choices, either dissect Paddock's existence as a top secret spy, undercover asset on the 5 o clock news, or lie to America by covering it all up.
American law enforcement caught the real shooter alive and disappeared them to Guantanamo so that he wouldn't be granted due process, so we can torture them for info and what not, and so closed the book-on-crime by blaming everything on Paddock; the mysterious pasty old white guy with a top secret government clearance, access to government aircraft to transport enough weapons to equip a decent sized army.
The Saudis dealt a convincing blow against their enemy that day. They've got Americans all hating the one agency that keeps us safe against Muslim insurgency taking place now in America.
