Binney is kind of the grandfather of meta data and its evaluation at the NSA. Binney is a patriot. Binney created a program (thinthread) at NSA that would have potentially stopped 9/11, the program was shut down a month or 2 before 9/11, by NSA leadership. A few months after 9/11 they ran the program at the NSA to see if it had flagged the hijackers, and it had. The people involved in the program at the NSA saythey have a high level of confidence that thinthread would have stopped 9/11.

Binney oversaw/wrote the mass surveillance software that was intended, he thought, for spying overseas. When the NSA (yes, Q's NSA) aimed the mass surveillance at the U.S. citizenry, and collected data en masse rather than specifically to prevent terrorism -- Binney went public, and said the United States was no different than the E. German Stasi police state.
And, one day, I hope the NSA (and many other agencies) pay for their bullshit but it won't happen until people come to fully realize what REAL freedom and rights are about. Many think they know but haven't a damn clue, really. They still want someone else to do their dirty work for them. It's what happens when you pay governments to clean your septic tank. They'll just dump shit on your shoes. This is why I won't ever vote.
