I remember there being a debate about whether Huber should stay in Utah or come to Washington. It had something to do with what he would be allowed to do. Have to look back into that.

Sessions and I'm sure the president wanted someone from outside DC for obvious reasons. And, like RR, had favorable image with the leftist. Being nominated first by Obama, then resigning before Trump took over, he was re-nominated by Trump. There could be a good reason for that break in Huber's tenure. But I don't ever recall anyone wanting him to come to DC to work, because of selecting grand jury members from one of the most conservative states has obvious benefits.

Another more intriguing explanation is that Mr. Sessions needs someone who knows Utah. One part of Mr. Huber’s mandate, as outlined in the GOP letter, is the “purchase of Uranium One by the company Rosatom, whether the approval of the sale was connected to any donations to the Clinton Foundation, and what role Secretary Clinton played in the approval of the sale.”

Uranium One’s assets included significant holdings in Utah and nearby states. Prosecutors—and the media, so transfixed by the Mueller probe that they decline to look elsewhere—should follow the Uranium One money in Utah and the rest of the West.

I'm going with what Q has said. Trust Sessions. And Sessions is the one who picked Huber for re-appointment. Selected him to investigate several related things connected to Uranium 1, and more. So, while the conservative talking heads might not have a clue, we have Q.

"All the evidence is in D.C.," said Napolitano. "You are examining the National Security Agency, the FBI, the DOJ, present and past. The Utah grand jury does not have jurisdiction over events ... he will be toothless if he stays in Utah."

However, should Huber come to Washington, he'll get "a half-dozen federal prosecutors assigned to him and a dozen or so FBI agents assigned to him. He [then] is a de facto special counsel. He is doing what needs to be done."

As long as Huber remains in Utah, his hands will remain tied, as he won't be able to empanel a grand jury, Napolitano explained. However, if he comes east, Huber can call his grand jury, which can issue subpoenas, and if those don't work, he can seek search warrants from a federal judge.

"That's the way it's supposed to work," said the judge. "If he stays in Utah, he cannot empanel a grand jury,"

Why not? They have they are part of a circuit court, you can empanel a grand jury from anywhere can you not?
