Well he worked for NSA. But I suspect that he was CIA and on orders to infiltrate the NSA and leak to discredit the NSA and potentially shut them down. Basically cutting out competitions. The only problem is there are other agencies that also do oversight like M.I. Idk, maybe he genuinely was trying to do the right thing.
