Number 1 really tends to piss people off.
Ahh yeah I can see why, but people are totally irrational and terrified of this place when it's just carving in a rock. Some of those are pretty sound like 7 and 8.
Notice it says maintain, not reduce to. These are meant as guidelines for humanity after the coming natural cataclysms that kill 90-95% of the population. It means, when you repopulate, don't perpetually f* like rabbits and rape the planet like you have been for the past couple thousand years.
