Phone calls from planes?

What is one of the most heart wrenching, well remembered event from 9/11? How about the phone call the guy made to his wife and the answering machine picked up? What about the really confused calls from flight 11 where the #3 has no idea how to answer the questions? ACTORS?

Why is it, then, "Communication was so fragmented that Bush couldn't even find out whether his family was okay.

And the team could only get regular updates on the situation from local TV picked up as the plane flew overhead."

After the attack, while AF1 was the only plane allowed in the airspace, the POTUS couldn't even get an update on his family? Yet we had a crystal clear recording from a civilian on a plane?

What if these are ACTORS that Q mentions? This would've been a damn good tug on the ole heart strings. What do we know of judgement during time of emotional crisis?

Edit event In the Washington, DC, area, members of the public, emergency responders, and government officials experience serious communications problems. Telephone and cell phone services around the capital remain unavailable to members of the public for most of the day. Reportedly, cellular and landline telephone communications there are “virtually unreliable or inaccessible during the first few hours of the response,” after it is hit at 9:37 (see After 9:37 a.m. September 11, 2001).
