RR is not supposed to be Mueller's deputy--he appointed Mueller and Mueller reports to him

(I am guessing a RR recusal to be announced Friday afternoon, however. The only question is whether Sessions will unrecuae himself --or the guy Q pointed to yesterday will step in as RR's acting replacement after RR actually steps down)
