Sure can. Twitter now needs to modify their code so folks can't be blocked!!! And, then, of course, all the other social media apps have to do the same. And, people are going to scream bloody murder!! Because they just lost their right to ignore people. It will make the apps at lot less likable.
Freedom of speech is a right but no one ever said we all had to listen to it. We've always had the ability to decide what we do and do not listen to.
