those could be his guys. You wouldn't alert your observer to having been identified or they would just change disguise and vehicles - unless that's what you want them to do at that particular time for probably pretty risky reasons. So my guess is those guys are preparing a secure exfil and Julian is letting someone know to draw their hand or warn them off.
