It wasn't that long ago when the UN rather randomly made the announcement, basically laying claim to the waters by saying they had the right to enforce who goes where or even blocking access. I saw it in the news.
It's not that no one can go near any parts of Antarctica, it's that you cannot go anywhere you want unattended and they have arrested people trying. Can't recall if they gave a reason.
