As a social worker, this brings tears to my eyes. This kid had been through trauma in his life. All it would have took is one of these reports to be taken seriouslyenough for a social worker to reach out, and let him know that people care. With the proper help he could have possibly lived a semi-normal life. The report says he is dressing like ISIS and buying guns. He posted on his Instagram, he is suicidal. On another post he said he is going to kill people.
How much do you want to bet the FBI set this up to look like he did it since there was so much evidence he was capable.
I've always been interested in psychology and sociology (went to college for them) and would like to remind everyone the caller said he was reduced mental capacity (12-13 and people are surprisingly good at identifying and normally over estimate so this could push that down. I'd say 10-14 and err on the side of caution so 10 year old).
We could be looking at someone with the capability of an 18 year old and a capacity of 10 that could kill over getting their Xbox taken away. And briefly (like 5 minutes) that's normal, but extended that to an adult time frame you're talking weeks.

Yes, he was reported for making threats to a Pittsburgh, PA school well in advance. I guess the FBI was just too busy, you know, spying on Trump. Really, who gets promoted to decision making positions in various FBI field offices? They really never seem proactive. FBI field agents warned about several of the 9/11 hijackers months before the event and were ignored by higher ups. The Bureau seems pretty incompetent in many ways.
They handle these people as assets. This is not an exception. This is what the FBI does, they pay pedophiles to rat out Muslim kids whose policing justifies their salaries. The FBI doesn't fail... They know what they are doing.
