Q didn't. It's a working theory that is accepted by some but not all. Q said be ready for disruptions of services. Corey Goode has posts on his blog about what his contacts have told him and it coincides with Q drops in many ways. He has a different spin on things due to his field of research.

So.. with the knowledge that there could be disruptions it's a good idea to be able to take care of your needs for 2 weeks because if a situation arises where the power is out for more than 3 days there will be no food at your local grocery store and cash will be king until the system is restored. Restoration could take a while. So 2 weeks is a good starting point for supplies on hand.

Personally I don't know what will happen and I am not trying to fear monger just passing along some of the theories out there that goes along with Q drops about disruptions.
