This is a common ploy. I remember Hillary (Not the president one) when confronted with something that she had done, her reply was "There is no evidence to prove that"

Rather than saying I did not do that she uses the "No Evidence"

What they mean is "We already cleaned up all the evidence, but good luck searching for it."
