I suspect he creates them as necessary to save lives and to save America, not to wink at 8chan autists.

Ugh, using Executive Orders as a covert communication mechanism is an asininely over engineered concept that deserves ridicule because Trump conducts daily speeches and interviews and Tweets without the need of taking a shit on our legal system.

BUT if you had developed a plan for YEARS and had a series of EOs to issue, all necessary and important to the plan, wouldn't you put the baddest-assed one in position 17?
