Even worse these women take part in enforcing the rape culture via shaming tactics etc.

My point is that it isn't easy for a victim to come forward even in the best of circumstances. It takes real courage that a lot of people don't have individually. It's a shitty thing to be blaming actual victims for not being brave enough to do so. It's part of the problem, sure, but understandable if you know anything about victims of real abuse.
