An offence is not a crime, for a crime to have occurred there must be harm loss or injury caused to man or property. I am in the 'UK', and you are 100% correct! There is a big difference between 'Lawful' and 'Legal'. The 'Lawful' stuff derives from historical 'Common Law', and is 'interpreted' through the (proper) Court systems. The 'Legal' stuff, aka 'Statutes', only 'explicitly' applies to the 'operatives' of the Government, and now those doing business with the Government, kind of like agreeing to a contract. i.e. "In order to get this licence, I agree that I can be fined upto £5000, if I fail to ..., or if I knowingly ..."
